Network Rail sets out opportunity to apply for up to £5.3billion of work in southern region

Civils and electrification specialists are being asked to step forward as a tranche of work totalling as much as £5.3billion has been announced by Network Rail for the southern region.

Network Rail said the opportunity was part of a “value-driven, collaborative and integrated” new Southern Integrated Delivery (SID) business partnership, that will run through the renewals portfolio for CP7, and possibly CP8.

The total vaue of the SID might vary between £4.7billion and £9.6billion across all disciplines.

As part of the notice, Network Rail said it sought to “achieve a step change in the way renewals are delivered” using modern methods and up-to-date technology.

The SID is based on ‘Project 13’ principles which Network Rail says comprises of all categories of railway assets: signalling & telecoms, track, buildings & civils (B&C), electrification & plant (E&P) and minor works (Network Rail).

Buildings & civils is estimated to constitute 30% – 45% of the SID, track 15% – 25%, signalling & telecoms 5% – 15%, electrification & plant 5% -10% whilst minor works is estimated to constitute 20%- 30%

The total scope is expected to include some or all of the following: development, design, manufacture, supply, installation, integration, testing and commissioning of the Southern renewals work bank.

The work is being set in tranches. The first is for the procurement of a buildings & civils and also an electrification & plant business partner.

Work will be undertaken on routes for Kent, Sussex and Wessex routes and although it will focus on the renewals portfolio, there is some leeway to include some enhancements.

The estimated values are £4.3billion for building and civils, and £1billion for electrification and plant.

Maximum candidates being invited to tender after pre-qualification will be three. Both pre-qualifications consist of written questions, followed by on-site assessment.

The listing deadline is December 6.
