Government to release operator performance scores this autumn

The Department for Transport expects to publish the Emergency Measures Agreement (EMA) and Emergency Recovery Measures Agreement (ERMA) performance scores and fees for the evaluation period from 1 April 2021 to 18 September 2021 this autumn. 

Shadow Secretary of State for Transport Louise Haigh asked in a Commons Written Question when it was planned to publish the performance scores and fees for March 2020 to March 2021 under emergency agreements and National Rail Contracts.

Transport Minister Kevin Foster replied on 14 September that the EMA and ERMA contracts’ performance scores and fees for the evaluation period 1 April 2021 to 18 September 2021, which covers 2021 Rail Periods 01-07 are expected to be published in the autumn.

He added that for train operators on both the EMA and ERMA emergency contracts and the National Rail Contracts, their performance for the remainder of 2021/2022 are being evaluated this summer and the scores and fees are expected to be published by the end of the year.

The EMAs were introduced by the government at the start of the first Covid-19 lockdown in March 2020 before being replaced by ERMAs six months later. These have transitioned to NRCs ahead of the planned introduction of Great British Railways (GBR) from 1 April 2024.
