New ‘Authority to Work’ system goes live following successful trials

Light Rail’s first ‘Authority to Work’ system is up and running in Edinburgh, UKTram has said.

PERMIT+ aims to speed up and simplify a critical safety process.

The membership body developed the system in partnership with and software firm Metrotech.

The system has a state-of-the-art website portal and associated mobile app. It has now been made available to all light rail operators following extensive trials by Edinburgh Trams, carried out alongside its existing paper-based system.

Iain MacLeod, Edinburgh Trams’ AtW Manager, said: “We collaborated with the light rail industry body UKTram to develop this platform, and currently no other tram network is using such an advanced system for authorising works.

 “The new website and app will become an essential aid for our day-to-day risk assessments and safety management within Edinburgh Trams, as it helps us guarantee that all operational issues have been effectively considered.

“By moving away from the current paper-based procedures, contractors are no longer required to come to our tram depot, thereby saving them vital time. It also future-proofs the system in readiness for the launch of services to Newhaven in 2023.”

PERMIT+ enables process-driven functionality, including structured risk mitigation checks for engineers and an audit trail of actions, as well as secure communications.

The mobile app provides facility for on-site searches for engineers, giving them access to details of the works, while applicants can carry their permit on a phone or other portable device.

The new system enables operators to view the status of applications from the initial enquiry through to completion of the work.

Jamie Swift, UKTram marketing and commercial manager, said: “The successful development of PERMIT+ clearly demonstrates how UKTram is working with members to develop innovative solutions to the challenges faced by the sector. We are delighted that the system has passed initial trials with flying colours and is now available for adoption by other UK operators.”
