Search for earthworks contractor for £150 million Global Centre of Rail Excellence

The Global Centre of Rail Excellence (GCRE) is looking for an earthworks contractor with experience of designing and carrying out large scale earthworks projects to facilitate its design and construction.

Approximately 3 Million m³ of earth movement is expected to be needed including (but not limited to) vegetation stripping, soil stripping, overburden excavation and placement to a design specification, associated selection of materials, overburden removal and placement in landscape balancing areas, soil spreading and final rehabilitation of landscaped profiles.

The successful contractor is also required to provide temporary drainage during the construction phase together with the installation of permanent drainage during and on completion of construction on a two stage basis:

The train, rail infrastructure and technology testing facility known as the GCRE, will provide a unique capability in the UK and Europe to support innovation in the UK and international rail industry, including the testing of cutting-edge, green technologies.

The Welsh Government has been working in partnership with Powys and Neath Port Talbot councils to develop proposals for the GCRE, which will be located on the site of the Nant Helen open cast mine operated by Celtic Energy and the Onllwyn Washery Distribution Centre.

The completed centre will have two rail testing loops, rail sidings, buildings and other infrastructure.

Speaking at the time Powys County Council Leader, Councillor Rosemarie Harris, said: “This marks a vital step forward in this fantastic opportunity for jobs and technology in Powys and South-West Wales. The centre has the potential to boost investment and the economic well-being of the area. It supports our need to move to a low carbon society and bring more environmentally friendly industries to the area.”
